Sarah has established experience in project and programme management within public service and not-for-profit sectors, with a particular focus on public health. She is passionate about delivering meaningful impact for organisations and end users of public services, always striving to improve outcomes and centre lived experience.
Before joining CES, Sarah served as a Project Manager at the National Immunisation Office within the HSE, where she led the 2024 updates to Ireland’s Primary Childhood Immunisation Schedule and supported national immunisation programmes. Previously, she led population health management strategies and quality improvement projects for Community Health Plan of Washington, and worked with Upstream USA to support health clinics across Washington State in integrating reproductive care into primary health services.
Sarah holds degrees in Business Management and Psychology from the University of Idaho, where she graduated with cumlaude honours. She is a certified Project Management Professional (PMP) and holds a PRINCE2 Foundation Certificate. She is passionate about placing health equity at the centre of quality improvement, and is skilled at turning organisational vision into practical, sustainable strategies that drive lasting impact.
