Phelim Quinn served as the Chief Executive of The Health Information and Quality Authority (HIQA), Ireland’s health and social care regulator and quality improvement agency. Prior to that Phelim held a number of executive director positions within health and social care regulation and commissioning in Northern Ireland and Ireland.
Phelim is a qualified and registered nurse with the Nursing and Midwifery Council of the UK, holding qualifications in health promotion, adult general, mental health and health visiting. Throughout his 40-year career he worked in many clinical and managerial roles.
Phelim was a founding member of Safeguarding Ireland, a registered charity with the aim of promoting the development of adult safeguarding legislation in Ireland. He is currently a board member of Safeguarding Ireland.
