CHILDREN of CONFLICT: Solving the global NEET crisis

Date: 26th-28th March, 2012
Location: Europa Hotel, Belfast, Northern Ireland

About the Event:
Children of Conflict is an innovative conference bringing together global best practice and world experts to tackle the growing crisis in youth education and unemployment. Across the globe far too many young people are emerging into adulthood with no education, employment or training (NEET). Research shows that high rates of youth unemployment leads to long term problems not just for the person but also for the wider society and the economy. Opportunities for preventing a lost generation of NEETs occur throughout a child’s life: infancy, school years and school leaving age. NEETs is also a cyclical issue which repeats through generations.

This unique conference brings together world experts and showcases practical solutions to the problem of young people not in education, employment or training.
This is an urgent and important issue everywhere. Disengaged youth very often drift into long term economic inactivity, anti-social behaviour, crime and drug abuse. Recent events in England demonstrate the extent of the risk. This event is being hosted in Belfast because youth unemployment has special resonance in societies emerging from conflict. Young people need opportunities if they are to enjoy any dividend from peace, and the consequences of not resolving this problem in such regions can be politically destabilising..

This seminar is based on three studies at the University of Ulster on a newer application of the concept of resilience: to people in helping professions coping with stresses of their jobs.

Lord Mayor’s Commission on Anti-Social Behaviour - Preventing and responding Anti-Social Behaviour

Location: Croke Park Conference Centre

Date: Wednesday 29th February, 2012

The system in Ireland currently reacts to anti-social behaviour after it has happened. What kind of savings could be made if we put our resources into early intervention and prevention? I am a strong believer that bad behaviour should have appropriate and timely consequences. However, prison is not always the answer and can lead to new problems if networks are formed resulting in worse behaviour. I have seen alcohol and other drugs destroying lives and affecting the morale of communities. These and other issues will be raised at the Conference and I hope to receive feedback from those present.
To register please email lordmayor@dublincity.ie or call (01) 222 2910 by Monday 20th February 2012

Munro Review Recommendations on Serious Case Reviews (SCRs) and learning - Implications for Northern Ireland (NI)

Date:16 February 2012, 9.30am- 1pm
Location: Mossley Mill, Carnmoney Road North, Newtownabbey BT36 5QA

The Munro Review recommended that Local Safeguarding Children’s Boards use a systems methodology in Serious Case Reviews and the English Government has agreed that this should be a requirement. This is based on the SCIE Learning Together model, which we have been developing, testing and refining since 2005. Piloted to-date in the children’s sector, there is growing interest in applying the model to cases involving vulnerable adults.
The event will take place on:
It is an opportunity for strategic leaders and safeguarding leads to:
• hear more about what a systems approach is all about
• understand the key features of the SCIE Learning Together model for case reviews of multi-agency safeguarding practice
• consider and share views on how this approach and tools might be developed and used in Northern Ireland.

A Minimum Income Standard for Ireland: a consensual budget standards study examining household types across the lifecycle

Date: Monday 6th February
Location: Long Room Trinity

The Policy Institute, TCD would like to invite you to the launch of A Minimum Income Standard for Ireland: a consensual budget standards study examining household types across the lifecycle - the 27th publication in Policy Institute’s Studies in Public Policy series.

‘A minimum essential standard of living is one which meets a person’s physical, psychological, spiritual and social needs’ (UN definition of an adequate lifestyle). Since 2004 the Vincentian Partnership for Social Justice (VPSJ) has undertaken work to establish the expenditure necessary for this standard of living among a selected group of Irish households (six in total). In this report, Trinity College Dublin and the VPSJ update and extend this research to include a broader, and more representative, group of households. Together with six existing household types, this report uses a consensual budget standards methodology to provide data on the essential living requirements of individuals and households across the entire lifecycle; from children to pensioners. Building on this analysis, the report proceeds to establish the minimum gross income required by these individuals and households to afford the expenditure necessary to meet this standard of living.

By establishing this Minimum Income Standard the report provides a new benchmark grounded in the lived experience of people, one which complements other poverty measures and assists in the formation of income support policies to tackle poverty and enhance social inclusion at each stage of the lifecycle.

The report will be launched by:

• Dr Donald Hirsch, Head of Income Studies and Leader of the Minimum Income Research Programme at the Centre for Research in Social Policy, Loughborough University, UK.

Policy Seminar Speakers:
• Dr Micheál Collins, TCD and Economic Research Unit (ERU), report author
• Dr Bernadette Mac Mahon D.C., Director VPSJ, report author
• Gráinne Weld, Research Associate VPSJ, report author
• Robert Thornton, Research Associate VPSJ, report author

International conference: Building quality jobs in the recovery (Dublin, Ireland)

Date: 13-14 October 2011

Location: Dublin Castle, Ireland

Organised by the OECD LEED Programme in co-operation with the Irish Departments of Environment, Community and Local Government, Social Protection, Children and Youth Affairs and Pobal
The experience of previous economic downturns demonstrates that it takes a long time before employment is restored to pre-recession levels and that some people who are made unemployed during a recession can lose connection with the labour market and consequently become long-term unemployed. Currently, governments and local authorities have to address these challenges but with much scarcer resources. Therefore they need to ensure that policies and local initiatives have a capacity to generate growth, job creation and tackle exclusion. To get more from limited funds, communities have to maximise every opportunity to foster growth. Employment, economic development and inclusion programmes can no longer be designed in policy silos.

The conference will bring together over 200 government officials, business representatives, local partnerships, leaders and social entrepreneurs, experts and academics, to discuss how communities can respond to these pressing labour market problems.

The conference will review and draw lessons from successful past experiences and innovative solutions available today to identify how labour market policy, skills development and training policies can contribute to sustainable employment creation, through co-ordination with long-term economic development and local strategies.
The event will be structured around four thematic issues: Long term unemployment; Youth unemployment; Social economy; Early childhood supports

To download the agenda and register to the event, please follow

this link

Pleas note this event is limited to invitees of Minister Phil Hogan and international participants from OECD countries. Any other registrations cannot be guaranteed.

For further information on the event, please contact Lucy Pyne at the OECD Secretariat or Majella Carmody at Pobal.

Changing the Lens: How to Meet the Challenge of Moving from Welfare to Well-being?
A critical seminar for the Irish Early Childhood Care & Education sector.

The merger of NCNA and IPPA to become Early Childhood Ireland is near completion and to mark this special development, we are planning a key event in October on the theme From Welfare to Wellbeing. This theme has been chosen as it underpins all of the policy developments in Ireland and at a wider European level at this time.
The seminar will be addressed by 3 very important speakers, Prof. Ferre Laevers, Gordon Jeyes and Dr. Anne Looney.
Prof. Ferre Laevers is a member of the staff of the Department of Education, Katholieke Universiteit Leuven (Belgium) and director of the Centre for Experiential Education. Most of his work is linked to the innovative project Experiential Education of which he was the founding father more than 30 years ago. The basic hypothesis of his work is that the most conclusive way to assess the quality of any educational setting is to focus on the degree of ‘emotional well-being’ and the level of ‘involvement’ of the children/ learners. These are the touchstones to create an effective educational context.

Transforming Children’s Services – interagency working in action

Date: 27 September, 2011
Location: Croke Park, Dublin

Working Together for Children Initiative learning & networking event

Transforming children’s services – interagency working in action

The Office of the Minister for Children and Youth Affairs (now the Department of Children & Youth Affairs), the National Children’s Strategy Implementation Group (NCSIG) and the Children’s Services Committees have been leading an initiative to develop a planning model for national and local interagency working to improve outcomes for children.  This is collectively known as the Working Together for Children initiative. The objective of the Working Together for Children initiative is to secure better developmental outcomes for children through more effective integration of policies and services. The Initiative represents the implementation of policy objectives into practice reality, and the event will provide a platform to evidence changes in how children’s services are delivered in Ireland and demonstrate interagency working in action.

In 2010, at the request of OMCYA, and in support of the Initiative, the Centre for Effective Services commissioned the Thomas Coram Research Unit of the Institute of Education London, to complete a literature review of the evidence base for interagency working to improve outcomes for children. This learning & networking event will provide an opportunity to present the findings and implications arising from the review for the future development of Children’s Services Committees in Ireland and will also include a small number of presentations from speakers in Ireland and internationally who are directly or indirectly involved in the implementation of the Working Together for Children and other interagency collaborative initiatives in other jurisdictions. This event is for members of the Working Together for Children Initiative.
For further information please contact Gill Barwise at the Department of Children and Youth Affairs

The Future of Foster Care in Scotland: improving outcomes for looked after children

Date: 13 September 2011
Location: Perth

The number of children in Scotland, who are 'looked after' is increasing. Currently more than 6,500 children and young people are being looked after away from home in Scotland, many of whom are cared for by over 3,000 foster families across the county.
A shortage of foster carers, along with social and economic challenges, means it's time to work together to ensure the best outcomes for children and young people in challenging circumstances.
This conference will offer foster carers and professionals an opportunity to debate a future model for fostering which supports all stakeholders and the children they care for, and which will create the best outcomes for all.
