Review of the Local Development Social Inclusion Programme (LDSIP) and the Community Development Programme (CDP)
Project Background
As one of its first activities, the Centre for Effective Services (CES) was asked to carry out a rapid review of two important government-funded community development programmes in Ireland. The project has been funded by the Department of Community, Rural and Gaeltacht Affairs (D.CRAGA), the department responsible for the programmes.
The Local Development Social Inclusion Programme (LDSIP) and the Community Development Programme (CDP) between them account for €72m of funding directly from government annually. Both programmes are run by locally based not-for-profit companies or groups that work within their communities to identify needs and link people to local services. The programmes provide support to communities characterised by urban or rural disadvantage. People and communities supported vary across the two programmes but include those who have been unemployed for long periods, lone parents, young people, people with disabilities, people from the traveller community, new migrants, as well as many other groups. Both programmes have been the subject of reviews and evaluation studies in the past but there is a need to benchmark the programmes’ activities against what is known about international best practice in local and community development, and to establish how outcomes could be robustly evaluated in future years.
